what is so special about the emergency car that it can't be taken out? We would never try to comendere Mom's car against her will. In high school I drove my friend's dad's BMW more times than my Mom's car. Way to hold your ground.

what was his reasoning on NOT taking out the spare car? was it because it would be a hassle to uncover and move out? or he didn't want to get it dirty? Could only HE take it out of the garage? Do you keep insurance on it year round? that's really weird.

I think he didn't want the hassle of uncovering it, moving it out, etc. and he didn't want to have to deal with getting it all cleaned up again before putting it back in the garage. Yes, legally, you have to have your car insured even if you aren't driving it around in this state.
